Bushnell's FBI Code

Has anybody noticed what Bushnell (Dougie's Boss) was doing when the cops were talking about Dougie?
This is very particular and resembles a lot to the "FBI Code" that Lil does in FWWM. Remember this scene?

This may seen something "casual", but in both scenes we can hear the same song: Deer Meadow Shuffle! Which is more than casual, specially knowing how much effort and attention Lynch put to this.
So, this may open a lot of possibilities, maybe it's only a wink? How can Bushnell know about this? Or maybe.. all the "Dougie" scenes we are seeing are part of something more, something else..
